The Haryana government is set to make rules regarding panchayat land stricter and more transparent. The state has introduced major changes in the process of allowing private projects to use Gram Panchayat common land (Shamlat land). Under the new regulations, any private project seeking access to panchayat land must now secure approval from three-fourths of the Gram Panchayat members and two-thirds of the Gram Sabha members.

The government’s clear objective is to ensure that panchayat land is not used solely for private interests, but decisions are made in consultation with the entire village community, prioritizing public interest.

Importantly, under this new system, the land cannot be sold or provided as a loan; ownership will remain securely with the panchayat.

In a recent development, the Sanoli Khurd Panchayat in Panipat submitted a proposal for a Sewage Treatment Plant (STP) project, offering to exchange its land for a larger plot elsewhere, highlighting how local bodies are engaging proactively under the new rules.

The government believes that this move will increase transparency and ensure that all decisions related to panchayat land are taken through collective consent, benefiting the entire community.
